Well, to be fair, you'd have to be paying pretty close attention to notice it on a first viewing. Even I didn't notice all those Wandas until I started poking around IMDB - some of them aren't even named outside the credits. The actual name "Wanda" is uttered aloud all of five times in the whole series - less than once per Wanda (handy thing about having all the subtitles in text form - you can run a quick check for this stuff).
The Great Wanda Conspiracy is some pretty subtle stuff. But once you've noticed them, suddenly they're everywhere.
