In a lot of ways, this is the chapter where Watanuki finally settles in and gets officially accepted by everyone at last. When someone's willing to take a bullet for a family member, it's well past time he was a family member himself.
No specific foreshadowing intended. It's more a case where the surviving humans have a long way ahead of them yet, and the ghosts can't go handing over all the useful things they've saved at once. 'Later' could well refer to years beyond Watanuki and Doumeki's lifetimes.
